Ippei didn’t steal cards, he used the stolen money to buy cards. The government has them and is probably going to sell them, so Shohei’s attorneys are asking for them as part of the recovery process since they were bought with his stolen money.
Shohei isn’t personally asking for the cards, his legal team is trying to recover his lost money. Very normal legal stuff, that Shohei probably has no part of.
