Your right it is not a law yet, not even close, it is simply a bill to PROPOSE a new law. And yes, when they decriminalized it in 2018 groups were set up to monitor hospital admissions, crime rates, social welfare groups, etc and after the first 6 months they reported an almost negligible effect.
