2000 baht for that trip is too much. A private taxi can be booked in advance for 1200 – 1400 baht which includes the toll road payments. Tip is extra. But for someone who arrives at that airport unprepared and unorganized will indeed pay through the nose trying to negotiate a long drive like that with a local taxi. Probably best to just wait until the BKK -> Pattaya bus is running
